Chanda Kabwe- former DMMU National Coordinator, finally appeared before the Public Accounts Committee. This is man who was at large the last time around. In typical fashion, his arrogance was dripping all over. He was a man ready to take on the members of PAC even if it meant throwing caution to the wind. He was a cornered man and had nothing to lose even if it meant rolling in the mud.
My personal assessment- the members of PAC and particularly the Chair, were not prepared for this engagement. It is for this reason that Chanda had the latitude to speak at large and wax political. Chanda skirted answering questions or gave long winded answers where he basically said nothing. And PAC took that? I can only imagine the reaction of past PAC Chairs like Charles Milupi or Bob Sichinga, to such insolence.
Again, the inertia of the new government in handling cases of impropriety and corruption, is what is leading to this impunity. Anyway I guess this is the methodical handling of matters.
